Sadula Duraku, a former Albanian terrorist commander, best known for the 2001 siege of Kumanovo when he diverted the water flow into the large Macedonian city, is one of the Government Ministers which Zaev intends to shuffle around.

According to Fokus, a pro-Government weekly, Duraku will be moved from the Environment Ministry where he was criticized for doing nothing to relieve air pollution even after Zaev campaigned on promising to clean the air. According to Fokus and Albanian language media outlets, Duraku could be removed entirely, or brought to the newly created ministry charged with Albanian issues. This would mean removing his fellow former Albanian terrorist commander Hazbi Lika, who currently leads the directorate which is being upgraded into a ministry.
