EU ambassadors are expected to reach a decision on a proposal Germany made for a negotiating framework with Macedonia and Albania, Brussels based journalist Ernest Bunguri reported.

According to Bunguri, the proposal is on the “take it or leave it” basis, and Bulgaria will be asked to decide whether it will accept it or not. Bulgaria has been announcing it will block Macedonia’s accession talks, as it demands more concessions on historic and national identity issues. Germany, which holds the rotating presidency of the European Council, worked with both Macedonia and Bulgaria to see if some agreement can be made. If Bulgaria holds firm, the issue will be postponed for mid December.

A message Bunguri shared states that the proposed framework will not preclude a date for the actual start of accession talks – meaning that even if it is accepted by Bulgaria, Macedonia could still be left without a concrete date.
Albania also faces serious objections – mainly from Holland – which insists that it has not done enough to ensure the rule of law and to fight corruption.
