The Teaching-Scientific Council of the Faculty of Philosophy in Skopje believes that the draft version of the Concept for Elementary Education, presented by the Ministry of Education and Science contains methodological and didactic inconsistencies and solutions that do not correspond to the educational and social reality in the country. Hence, they say that the implementation of the Concept can cause serious problems in the field of education.

In the conclusions from the session of the Council, it is stated that they consider that the proposal does not contain financial construction of the envisaged reforms, nor are the analyzes and results of previous researches and polls that justify the proposed model of educational reform in the country made available.
