Following the formation of a new parliamentary majority on Friday, many are wondering what the procedure is for getting to a new government. The road is quite simple and should not take more than a month.
The most important thing is that it is no longer necessary for Zoran Zaev to resign because his government can already be considered overthrown. But VMRO-DPMNE leader Hristijan Mickoski said they would wait for Zaev to formally resign before a no confidence motion is filed.
What is the procedure
The first thing that needs to be done is to file motion for government no-confidence vote in the Parliament, and this point can be requested by 20 MPs. After the vote of no confidence against the government with at least 61 lawmakers is passed, it steps down.
Then the new parliamentary majority has two options. Either agree on quick elections within 60 days or to form a government composed of the new parliamentary majority.
If an agreement is reached for a new government, the signatures will be submitted to President Stevo Pendarovski. Once the head of state is convinced that he has a new majority, he is obliged to present the mandate to the prime minister-designate who will be appointed by the party or parties that have a majority in the Parliament.
Then the prime minister-designate has 20 days in the Parliament to submit the composition of the new government and to be put to a vote.
However, even if a new government is formed, it should not have a long term but would serve to prepare new elections.
