The European Council confirmed plans to advance accession negotiations with Macedonia pending their fulfillment of constitutional changes, urging acceleration in this process.

Affirming commitment to the Western Balkans’ EU membership, leaders called for expediting their accession, endorsing a growth plan for the region. The Council stressed the strategic importance of enlargement for peace and prosperity, emphasizing the merit-based nature of the process and the need for parallel efforts in both the EU and aspiring members.

Internal reforms within the EU were deemed crucial for future integration and sustainability, with upcoming meetings set to address these reforms by summer 2024. The Council also sanctioned negotiations for Ukraine and Moldova’s accession, designated candidate status for Georgia, and specified criteria for Bosnia and Herzegovina’s accession negotiations.

Regarding Ukraine, the Council condemned Russia’s aggression and pledged ongoing support. It emphasized the need for urgent military aid and advocated for accountability and justice for crimes committed. Additionally, it urged Russia and Belarus to ensure the return of unlawfully deported Ukrainian civilians and vowed to strengthen sanctions against entities aiding Russia’s aggression.

Ensuring stability in the Black Sea region was highlighted, with support pledged for Ukraine’s agricultural exports to countries in need, notably in Africa and the Middle East.
