The European Union adopted a Strategic Compass as a document that sets out its military strategy. It concludes that the security and stability of the Western Balkans is still incomplete due to foreign interference and misinformation campaigns.

The document calls for improved rule of law and reforms based on European values in the Balkan countries that have not been made EU members yet.
