Constitutional Court Chief Justice, and a key Zaev loyalist, Dobrila Kacarska, confirmed that the Court will upheld the special law that gives the American – Turkish consortium Bechtel – Enka exclusive right to build two key highways in Macedonia and one shorter highway link.

The way the arrangement is structured will prevent any competition over the bid and is sure to drive up the price that Macedonia will be expected to pay for the Gostivar – Kicevo and the Bitola – Prilep highways, and the link between Struga and the Albanian border. Still, considering the influence the US has over the Macedonian Government, it was adopted in Parliament and loudly hailed by the co-ruling DUI party.

Our decision will list the reasons why the Constitutional Court chose not to initiate a process of evaluating the special law, that will allow building the Corridot 8 and Corridor 10 highways without a bidding procedure, Kacarska said, announcing that the decision will be explained next week.

The Anti-Corruption Commission initiated a review of the law, and strongly criticized it as a major step back in Macedonia’s already established laws and regulations meant to prevent corrupt public procurement contracts.

We did our part. I’m very curious to see what the explanation from the court will be. We cited numerous articles of the Constitution when we challenged the law. Further suspicion arose when we saw how Deputy Prime Minister Artan Grubi publicly thanked the justices of the Constitutional Court on their decision, said Anti-Corruption Commission President Biljana Ivanovska.

Levica party leader Dimitar Apasiev was also very critical of the decision of the court, noting that it comes on the international day for fighting corruption. “This is one of the most corrupt laws in Macedonian history”, Apasiev said.
